Quebec Skilled Workers: New Immigration Application intake rules
The Ministry of Immigration of Québec has just announced new rules regarding applications for a Certificat de Sélection du Québec (CSQ) which will be in effect from April 1st, 2018 to August 15th, 2018.
It is important to know if these changes may or may not apply to your application, which is why we will differentiate them to each category of applicants.
1. Quebec Skilled Workers living in Quebec
Applicants who are currently residing in Quebec can still proceed with submitting an application for a CSQ. The conditions to submit remain the same :
Have a valid resident status in Quebec (Ex. Post-graduate work permit) for the regular stream of the Quebec Skilled Workers Program (QSWP).
Have a validated job offer for the regular stream of the QSWP
Meet the requirements of the Programme de l'Expérience Québécoise (PEQ)
The new immigration intake rules do not apply to this category of applicants until further notice.
2. Quebec Skilled Workers living outside of Quebec
Immigration Quebec was supposed to receive a maximum of 5000 applications from the period of April 1st, 2017 to March 31st, 2018 for applicants with no resident status in Quebec.
Unfortunately, this intake period did not happen and it has been extended until August 15th, 2018 with more details to follow at a later date.
However, those who are outside of Quebec can still apply under the QSWP through a validated job offer.
3. Investors, Entrepreneurs and Self-employed
From April 1st to August 15th, 2018, no applications for CSQ will be received under the Investors, Entrepreneur and Self-Employed programs.
Conclusion
Immigration Quebec has also announced that their goal is to admit between 49,000 to 53,000 applications for 2018.
The first come first serve system should no longer exist and we expect applicants to be selected based on a new system which will be similar to the Express Entry program for federal skilled workers.
