Global Talent Stream: get a Work Permit in 2 weeks!
The Global Talent Stream is an incentive for companies to hire skilled and specialized foreign workers in order to scale up and grow. It is also meant for companies to hire highly skilled foreign workers to fill specific positions listed in the Global Talent Occupations List.
There are two categories of applications of through the Global Talent Stream:
Category A
This category is for those who have been referred to by one the Global Talent Stream's designated partners (Business development Bank of Canada, BC Tech Association, Invest Ottawa, etc.). Although there are no specified eligible occupations, you must go through the referral partner in order to be eligible for this category and you need to prove that you have unique and specialized talent.
Category B
This is the more common category for applicants to the Global Talent Stream as any applicant who qualifies under one of the listed occupations in high demand can apply under this category.
The current eligible occupations for category B are:
1. NOC 0211: Engineering managers
2. NOC 0212: Architecture and Science Managers
3. NOC 0213: Computer and Information System Managers
4. NOC 2147: Computer engineers (except software engineers and designers)
5. Sub-set of NOC 2161: Mathematicians and statisticians
6. NOC 2171: Information systems analysts and consultants
7. NOC 2172: Database analysts and data administrators
8. NOC 2173: Software engineers and designers
9. NOC 2174: Computer programmers and interactive media developers
10. NOC 2175: Web designers and developers
11. NOC 2283: Information systems testing technicians
12. Sub-set of NOC 5131: Producer, technical, creative and artistic director and project manager
13. Sub-set of NOC 5241: Digital media designers
What does the Employer need to provide?
1. All applications will have to be assessed by the Temporary Foreign Worker Program to determine if your employer's business is active, if there is a reasonable need to hire you and that they have the means to hire you.
2. Provide a detailed job description which supports the need to hire you as an employee.
3. Provide a copy of the company's municipal/provincial business license.
4. Provide the latest financial statements of the company
5. Complete a Labour Market Benefit Plan while committing to 3 benefits that ensure your hire will contribute to a positive impact on the Canadian labour market
6. Offer a wage that is similar to a wage paid to a Canadian hired for the same job and work location, and with similar skills and years of experience.
7. Pay the processing fee of $1,000 CAD for Immigration Canada and $ 398 CAD for Immigration Québec
What does the Employee/Applicant need to provide?
1. Ability to demonstrate that your occupation is part of the listed occupations in the Global Talent Stream.
2. Demonstrate that you meet the minimum requirements of the listed occupation (work experience, education)
Processing time
We have experienced extremely fast processing time for the Global Talent Stream applications which also include a scheduled phone call with Employment and Social Development Canada (EDSC) to develop a Labour Market Benefit Plan.
ESDC will usually process Global Talent Stream applications within 10 business days, considering they are submitted without any missing documents and also considering the employer is available to address any potential questions from the immigration officer.
Application timeline
Here is the application timeline:
1. Submission of a Global Talent Stream Application
2. Scheduled call with EDSC officer to develop Labour Market Benefit Plan (approximately one week after submission).
3. Decision by the officer and issuance of a positive LMIA under the Global Talent Stream (approximately one week after the scheduled call).
4. Employee can either apply for work permit online or if possible, obtain it directly at a point of entry (flag-poling).
