Bill 9: Which of the 18,000 applications are saved and how to transfer to ARRIMA
On June 16th, 2019, the Quebec Immigration Minister announced that Bill 9 had been adopted by Quebec's National Assembly.
By passing Bill 9, Immigration Minister Simon Jolin-Barrette obtained the power to cancel the 18,000 pending Quebec Skilled Workers applications that were part of the Mon Projet portal and refund them their application processing fees. The Minister also argued that the new bill could reduce immigration application waiting time from 36 months to 6 months.
However, before the law was passed on Sunday June 16th, at 4am, an amendment was made to Bill 9 in order to give a chance to approximately 3000 applicants who applied from within Quebec on a valid study or work permit.
Which applications are saved under Bill 9?
Applicants who qualify for their applications to continue processing under Section 20. 1 ( of Bill 9 should have received by now a formal communication in their Mon Projet portal.
The letter should state that you submitted an application for a Quebec selection certificate before August 2, 2018 and that:
- you were temporarily staying in Québec at the time of application, in accordance with section 5.01 of the Regulation respecting the selection of foreign nationals or;
- you were in Québec at the time of the assent of the law and hold a study or work permit.
How to transfer my application to ARRIMA?
If you meet these conditions, you now have the opportunity to create a profile within the ARRIMA portal with the same email address and making sure to include your individual reference number in order for the portal to keep processing your application. Once your profile is created properly, you should submit a Declaration of Interest form including your personal information, education and work experience. Once your Declaration of Interest is submitted, you will now wait for an invitation in your ARRIMA portal to inform you of the procedure to complete your request for a CSQ.
Immigration Quebec has vowed to process the remaining applications within the next 7 months, i.e until January 16th, 2020.
Applicants that wish to transfer their Mon Projet applications to continue the processing of their CSQ application through ARRIMA will not have to pay the government processing fees again. It is also important to note that the Declaration of Interest should should be submitted before December 16th, 2019.
If you do not wish to continue processing your CSQ application under ARRIMA, you will be entitled to a refund of your application fees.
